It's higurashi no naku koro ni. Currently it's in the second season.
But watch out, this anime is really violent, not to say obscene. And it's not easy to understand...
In fact it's a big mystery and I don't think anyone has solved it yet.
It's based on a PS2 game with the same name, but don't try to find this game outside Japan.
