EDIT: Just realised Yamashita Tatsuro wrote Down Town, which explains why it sounds so familiar even thought I'm certain I've never heard it before.

You should check out Eiichi Ohtaki, A Long Vacation in particular. It's probably not what you're looking for but I think any fan of '80s jpop would like it, plus I couldn't help but suggest it since someone mentioned Happy End.
