Mainly because of the cast.
I can't take the story serious if it is acted out by characters so dumb. I wold like to see them in something like School Rumble oder Azumanga Daioh, but not in something I am meant to take serious.
The background story is pretty sad, but all the events are either clearly avoidable or just unreasonably.
For me it's a drama show with a fake drama and there are much better animes in that field. All that was ok if it was percepted as average, but I hate it because of the big hype around it.
Many think it's the best show ever, and although I really want everyone to have their individual opinion, I'm sick of reading "It's better than anything, I didn't even see the show you just mentioned, but Elfen Lied is clearly better!"
