No, I'm 100% sure I read that in an interview that Yume no Ato was written after she had that nightmare which is also why she translated the title as "A Scar of Dreams." I believe the interview was the one where she commented on all the songs on Heisei Fuuzoku... Er, found it. She said this about the song:

yeah, if I remember the source of it all was from the long bio that was translated in bits and pieces, it covered most of her career and is the major source of information such as her locking herself in her room when she discovered the true purpose of her female body and her illness she had as a child, surgeries, scars, etc. She talked about how she had many dreams relating to red tape, her son being drafted, 9/11, the war, etc, and how that culminated in Yume no Ato.
