In terms of unique, expressive, adventurous vocals, Laura Nyro! The music also fuses jazz/soul with rock energy. I got into her music in high school, and I couldn't listen to other female singers for years until I found Ringo.

Edit: I would however say that the Japanese equivalent of Laura Nyro is Mayumi Kojima.

I recently tought about it.

There is an american guy who love to change his registers in every album he releases, his music is very eccentric, and he has his way to be rather prolific. I'm talking about Beck.

This topic gave me the motivation to sign me in on EMF

I read a few "France Gall"... and I don't know if that I grew up with a lot of Gall's songs but I don't feel so many links with Ringo.
Imho, the big difference is that Ringo is a singer-composer-songwriter; a complete and real artist. France Gall is "just" a singer (a good singer maybe, but not a composer-songwriter )
With the singer-composer-songwriter constat, I eliminate a lot "western equivalent".

Here my western equivalent reference : Björk, Regina Spektor, Fiona Apple, InaIch, Emilie Simon.

To my ears, Björk has a voice as powerfull and interresting as Ringo's.
Some experimental works are similar, I think to Oiran, Hatsukoi shoujo, Konoyo no Kagiri ...
Recently I heard Regina Spektor and Fiona Apple, wonderfull singer-composer-songwriter !
But the sound is obviously less rock than Ringo.

I add two french artists to the list.
Not so famous but very talentuous french-vietnamese "Ina-Ich" pianist-singer-composer-songwriter
InaIch

She reminds me the young MM - SS Ringo.

Plus, "our nationnal-Björk" like journalists like to call her; Emilie Simon, singer-composer-songwriter. I've heard that her US carreer was not so good... But her work is truly amazing.
I admit since her 2 last albums her vocal style is maybe too close from Kate Bush. But if we think to her whole work, there's some creatives links, exemple
Emilie Simon
( PV reminds me La Salle de Bain )
