When, is a more important question than where.
If you become aware of a Japanese LP before (or barely after) it's released, there are a couple of 1st-generation retailers in Japan who ship internationally (HMV Japan, and Amazon.co.jp). Once their inventory runs out (all of the Shiina Ringo & Tokyo Jihen LPs are limited, and 7+ of them are already sold-out), that's when you start dealing with resellers.
The most relevant question a late collector of Japanese LPs could be asking themselves:
Am I willing to deal with any extra interaction or extra uncertainty in the pursuit of completing a transaction, and possibly commit extra money?
Once you've got the resolve for that (a very small handful of us do), everything else essentially falls into place.
