I think EPs in a modern context are when an artist has a thought but it is not developed enough to be a full album. It's like a 2 minute song, very incomplete and amateurish.

EPs and 2 minute songs are very valid art forms. Heisei Fuuzoku would have made a killer EP; same goes for Sports.
To quote Black Francis of the Pixies on 2 minute songs, "If it's good enough for Buddy Holly..."
