It was actually news radio. The program was Off Ramp. KPCC used it as a "bumper" between segments and I was like "whoa, they're playing a song in Japanese o.o" Funnily enough, the next news segment had nothing to do with Pizzicato Five or Japan at all. Looks like the host is just a fan.
I liked it enough to try to track down the song when I got home. Given my non-existent knowledge of Japanese, I still tried to type whatever lyrics I could make out. That wasn't really getting me anywhere so I just went to the KPCC website, got to the part where it played the song in the episode, and used Shazam. Luckily it found it.

this was on alot of people's list for best albums this year so i checked it out, i liked it, good album for if you're not a metal person but is in the mood for metal

I know I was kinda poo-poo-ey towards Chvrches earlier, but their album won me over. (As is the Lorde record!)

My god that Melt Banana album.... some of it is just taking me to truly epic heights/sends me soaring, will def be seeing them this tour live if I have the chance. Everyone here get onto this one, you'd be silly to miss it.
