When, is a more important question than where.
If you become aware of a Japanese LP before (or barely after) it's released, there are a couple of 1st-generation retailers in Japan who ship internationally (HMV Japan, and Amazon.co.jp). Once their inventory runs out (all of the Shiina Ringo & Tokyo Jihen LPs are limited, and 7+ of them are already sold-out), that's when you start dealing with resellers. The most relevant question a late collector of Japanese LPs could be asking themselves: Am I willing to deal with any extra interaction or extra uncertainty in the pursuit of completing a transaction, and possibly commit extra money? Once you've got the resolve for that (a very small handful of us do), everything else essentially falls into place.

This release is now sold-out everywhere except tower.jp (HMV had this until recently). Last I heard, tower.jp doesn't like to ship internationally anymore - though I don't know if that's still true. You may have to use a deputy service to get this LP now, either as a special order from tower.jp or as an auction.
Once this sells out at tower.jp, there's no more primary market for Ringo/Jihen LPs. All of the other LPs have already been long gone.
